What is Trespass?

Libraries are essential, providing free access to vital resources, space for community connection, and valuable information. But, instead of always being a place of respite, Hennepin County Libraries (HCL) are evicting people from their libraries at an alarming rate—often for minor behavior, with BIPOC patrons trespassed at disproportionate rates and for longer, on average, than white patrons. Patrons are removed from one day up to one year by security or police under the threat of arrest and prosecution.

  1. Hennepin County Library's official Trespass Policy as of 2022. 
  2. Envisioning Safety Report, created in 2020 by the Hennepin County Library Envisioning Safety group. It is a report created by a group of HCL staff to "examine the impact of punitive systems in libraries, including security" and provides ideas for re-envisioning safety.
